Michał Kempa

Mr. Michał Kempa graduated in economics from Nicolaus Copernicus University in Toruń, Poland, and later earned a doctorate in economics from the Swedish School of Economics and Business Administration (now Hanken School of Economics) in Helsinki.
He has extensive experience in regulatory impact analysis with a particular focus on energy sector regulation. From 2016 to 2024, he worked as a Senior Manager at Ernst & Young Law Zakrzewska i Wspólnicy, where he led a team of analysts and managed projects on energy market regulation and support for energy-intensive industries. Previously, he held management positions in public administration - among others, he was Deputy Director of the Regulatory Impact Assessment Department in the Prime Minister's Office (2012-2016), where he oversaw assessments of regulatory impact on the economy and public finances. He participated in the development of the auction support system for renewable energy sources.
From 2009 to 2012, he worked at the Ministry of Finance as Head of the Macroeconomic Analysis Department, dealing with, among other things, the pension system and macroeconomic forecasts. He gained international experience at the National Bank of Finland, the European Central Bank and AOL Time Warner in London.
He was a member of the Supervisory Board of Korporacja Ubezpieczeń Kredytów Eksportowych S.A. (2012-2016), serving as chairman of the audit committee, and the Supervisory Board of the Social Security Institution (ZUS) (2011-2012). He is fluent in English and speaks German at a communicative level.
